As a hack, currently Pigweed's CIPD manifest is set up to pull down the x86_64 version of bloaty for both x86_64 and aarch64 hosts.

This is because we don't yet provide bloaty builds for aarch64.

This is particularly notable because CI/CQ doesn't allow Rosetta 2 translation, so any uses of bloaty from ARM bots will fail.
